1.
LWVBLA is non-partisan and, as an issue-oriented organization, does not support or oppose any candidate in public elections.
2.
LWVBLA promotes the active and informed involvement of citizens in the voting process and sponsors candidate meetings to give voters the opportunity to hear the positions of candidates on the issues.
3.
Only qualified candidates may participate in a forum; no substitutes, stand-ins, or pre-recorded tapes will be allowed.
4.
At the level of state representative or above, the League will not hold a scheduled forum for that office when only one candidate for the office accepts or appears for the event.
5.
No signs, posters, or campaign literature are permitted in the meeting room but a table will be available for distribution of literature after the meeting.
6.
LWVBLA encourages members of the public to ask candidates questions for the following purposes: to define a position, ascertain process of making a decision, or determine candidate’s knowledge and/or skill related to the office to which she/he seeks election. If a question is related to past action taken by an incumbent, the non-incumbent candidates may explain what they would do on the same issue.
7.
LWVBLA reserves the right to screen questions and select those that represent the interests expressed by the audience. Questions will not be allowed that are unrelated to the issues, of a personal nature, unclear, inappropriately hostile/antagonistic or supportive/gratuitous, or are submitted for the purpose of making a statement rather than gaining information.
8.
Order of speaking will be determined by a coin flip or drawing numbers and alternate or rotate order thereafter. Questions addressed to all candidates shall be answered by the candidates in rotating order. If a question is directed to a specific candidate, that candidate shall respond first and then other candidates will be given an opportunity to answer the same question.
9.
An unopposed candidate may participate in the meeting.
10.
Candidates will not know the questions in advance.
11.
Paper and pencil will be provided for candidates to use during the meeting.
12.
Time limits on responses will be strictly observed. Timekeepers will hold up cards to indicate amount of time remaining and “STOP” cards. Candidates stop at the end of that sentence.
**All candidates invited to a forum sponsored by LWVBLA will receive a copy of “Policy and Guidelines for LWVBLA Forums.”
